The rates range from 1% for a delay of more than one day - compared to the current 5% - and 15% for delays of more than one year instead of 20%

    The Treasury believes that excessively high surcharges when paying late taxes can be "dissuasive" and "counterproductive" because, instead of encouraging the filing of the return, the taxpayer is discouraged because of its high cost. Sometimes the price of the surcharge is similar to that of the fine in case the Treasury discovers the deception, and there may be people who decide to wait in case they are not caught.
